in service so there are a lot of crowds and waiting people trying to get to work. the government there is facing two crucial votes to secure some bailout money so they can avoid bankruptcy but the transportation unions have called for even more strikes on tuesday and wednesday you see the images there of people not being able to get to work. a lot of folks saying they are frustrated with the strikes and what is going on. hopefully we will have any updates for you later on. back to you. >> around the nation, authorities investigating the death of a 2-year-old boy at the pittsburgh zoo. his mother apparently put him on top of a railing to get a better look at a pack of african dogs and he fell in and was mauled. police did shoot and kill one dog but it was too late. investigators say they don't know if the boy died from the fall or being attacked by the dogs.

the soldier accused of killing afghan civilians in a rampage will appear in a military courtroom for a preliminary haoerpbg. prosecutors will lay out the case against him. they say premed indicated murder and other charges in connection with the march spree that left 16 dead. the hearing will be linked to afghanistan by satellite. >> 5:17 and jackie is back with us with the cold start to the workweek. >> a little jolting. >> yes. >> get the hat if you need it, you will warm up by this afternoon. it will be better. cooler than average for about four days and that will continue as we kick off the workweek but be patient. by this time next week it will be a whole lot better. so nice to see after the seven to 10 days we finally will see things flip a little closer to where we should be this time of year. it is a chilly start this morning as you look at the roof

cam. a pretty start however. temperatures 43 at reagan 40 at dulles 39 manassas. culpeper 37. winchester at 36 and 37 in gaithersburg. we have freeze warnings in effect but we have a little upperlevel disturbance that pushed through to bring some cloud cover and that is one reason we are not seeing a lot of temperatures below freezing. we have a couple of hours and it will drop significantly the next hour or two. so, keep that in mind if you are trying to protect any sensitive plants. the high yesterday was 53. the average is 62. about 10 degrees below norm. that will be the rule the next few days. skies a bit overcast but i do think we will see a little more sunshine by the afternoon hours. that is re that is rehoboth beach.

the walls begin it vibrate. the earthquake is said to be three miles below ground and could be felt in some other towns around ringwood. police say there are no reports of any major damage right now. last time this area had an earthquake was in february of 2010. but obviously this area is still dealing with the devastation of last week's hurricane. we are monitoring the situation and waiting to see if there will be any reports of any damage or injuries. we will make sure we pass that information to our viewers. back to you. >> we appreciate it. dulles rated number one of the worse airports and cable companies offering a break to areas hit by sandy. >> if you lost power during sand sandy comcast time warner and cox communications are joining cablevision to offer credit to customers who lost service.

everybody is lake this is cold. but it will be colder probably tomorrow morning as we clear out a little bit more. we will start out and show you the weather map. it is cold enough. the national weather service has issued a freeze warning. we have some cloud cover that has pulled in so we haven't seen much in terms of temps it to the freezing mark. if we get enough clearing we will get down there very quickly and we have a good hour to go before the sun comes up. keep that in mind. if you are trying to protect anything bring it in this morning if you are getting up. 34 at reagan national. 40 dulles 39 manassas. culpeper down to 34 now. 37 gaithersburg and 37 in frederick. reagan national is close to the average low. the average high is 62 today. yesterday we only made it up to

53. so temperatures are about 10 below average. here is some of the cloud cover. going into the afternoon high pressure should build in and i do think we will see better conditions. we are not seeing a lot there. still early but i want to mention it because we are tracking that storm system that could affect the coast significantly for the middle of the week. it will be well to the south tomorrow so it looks good here for election day but as this heads to the carolinas we will see wind speeds pick up. that is bad for the people devastated from sandy. i think they will mostly see rain. partly sunny and cool. 47 it 52. tonight partly cloudy 27 to 35. there is the seven-day forecast. good for election day and we will see the rain on wednesday and lingering in thursday and we could see a wintry mix potentially on thursday morning but not enough i don't think to cause many problems. back to you. >> it is 5:56 now and 40
